Indian Railways to Launch Sandbox Policy for Startups, Says Ashwini Vaishnaw

In a move to accelerate innovation in the transport and tech sectors, Indian Railways is preparing to introduce a dedicated sandbox policy aimed at startups. Union Minister for Railways, IT, and Information & Broadcasting, Ashwini Vaishnaw, announced the initiative during a CII summit held on Thursday in New Delhi.

Expected to be rolled out within the next two months, the policy will allow startups to test and validate new ideas in a controlled, small-scale environment before implementing them on a larger scale. This sandbox setup offers a risk-mitigated space, minimizing potential regulatory or legal consequences while promoting bold experimentation.

Vaishnaw noted that this initiative builds upon successful experiences with startup participation in Indian Railways' procurement processes over the past 18 months. “The results have been very encouraging,” he said, highlighting the increasing role of startups in driving efficiency and innovation.

The Minister also addressed the broader digital and manufacturing landscape, announcing that India is set to roll out its first made-in-India semiconductor chip this year—marking a significant milestone in the country’s journey toward becoming a global electronics hub.

He emphasized the importance of both manufacturing and services in India’s growth trajectory, pointing out a visible “mindset shift” toward becoming a product-driven nation.

In alignment with this vision, the government is also expanding AI infrastructure. Under the IndiaAI Mission, it plans to add 14,000 more GPUs to the national compute cluster, in addition to the 18,000 already in place, to support research and innovation in artificial intelligence.

This integrated approach of fostering startups, boosting electronics manufacturing, and scaling AI capabilities reflects India’s commitment to technological leadership and economic self-reliance in the years ahead.
